Sooriyanarayanan(Kajni), who is attending Law College, is a model student and as Chairman of the Student Council, he insists that the other students follow the same standards. Mahalakshmi(Mithra), a new student, falls for him. Sooriyan initiates a proposal for instituting a national 'Best Student' award and travels to Delhi to submit it to the Government.
