The story starts with news of a hero, a tough cop called encounter Shankar being transferred to another town after cleaning up a town known for rowdism. He is transferred to a town in Anantapur which is ruled by a rowdy-sheeter and business man called Dhamu. Dhamu at present is building a power project which he calls it as his dream project. He takes the help of the environmental minister, a bureaucrat and a police inspector's help to get permissions illegally and also uses them to kill people whoever comes in his way of building the project. He dotes on his younger brother and his brother reciprocates his love by being protective about him and takes care of all the dirty work like extortion, killing for his brother. Hero comes to know of the villain killing a human rights officer who tried to expose the illegal methods and that the villain paid a bribe to politicians to get clearances for a factory that could wipe out villages surrounding the factory if proper care is not taken. Hero warns the villain that he will destroy his entire empire and all those people who were his partners. How the hero targets the politician, minister and his brother and the villain and how he saves the town forms the rest of the story. more»
