iva (Ramki) is an honest police officer who was brought up by the judge Sathyamoorthy (Vijayakumar) when his mother died. Sathyamoorthy has two sons : Aravind (S. N. Vasanth) and Raja (Raja Raveendar). The influential smuggler Mudaliar often clashes with Siva and Sathyamoorthy. Siva and the jolly college student Priya fall in love with each other, later they get married with Sathyamoorthy's blessing. One day, Raja (Raja Raveendar) rapes Mudaliar's daughter. The next day, Raja is found dead and Siva conducts the investigation. Ramesh admits to his father Sathyamoorthy that he killed his younger Raja. Black is based on the underground activities in the city of Kochi(Cochin). Shanmughan (Mammooty) plays a Head Police Constable but also a hitman who does his job with perfection. On the top of the underworld, there is a man, Advocate Devin Carlos Padaveedan (Lal). He and Shanmughan are accomplices. A newly appointed police officer, Ashok (Rahman), tries to clean up the city from the criminals, but fails to do so as he is killed by Padaveedan. Shanmugan is not very happy about the death of Ashok, and creates some indifference between the friends. After Shanmugan finds his own daughter, he wants to live a peaceful life, but the transformation is not acceptable to Padaveedan, and he wants Shanmughan dead. This changes the situation, and as Shanmughan asks City Police Commissioner (Babu Antony) for aiding him to kill the gangsters, he could only speak about putting them in jail. He has taken over Sultan's place D.K. wants to get the same Basti vacated where Sultan lives. Thus a big tussel starts between them.In the meantime Rajeshwar Singh (Mukesh Khanna) an old friend of Sultan is transferred to Bombay as an A.C.P. (A.T.S.) to control the fast increasing criminal activities in the city. Rajeshwar's brother Jai (Hitesh) is doing his police training in Nasik Police Academy. His beloved Anjali (Rubaina Khan) is daughter of D.C.P. Shrikant. To remove Sultan form his way, D.K. entangles him in a murder case. Sultan is arrested. Rajeswhar Singh arrests Munna, younger brother of D.K. on doubt and encounters him. D.K. goes mad. In retaliation he kills Rajeshwar's wife and daughter and shoots at his leg to make him handicapped. Jai, for whom the world became meaningless, sets foot in Bombay. He joins D.K.'s gang hiding his real identity, in order to take revenge of this Bhabi and niece. Sultan also escapes from jail and he too vows to destroy D.K's world. At a juncture D.K. gets to know the real identity of Jai. And Jai runs for his life.
