Rajeshwar is the only son of Dharamraj, who is an industrialist, and partners with Naglingam Reddy, Nagendra, and Dhanraj. Rajeshwar then meets a girl from a poor family Bharati, who happens to be his school teachers daughter and falls in love with her. Bharati's father is Vishnupratap a schoolteacher, who is really unhappy for he is unable to earn enough money to feed his family and provide them with basic amenities. He and other teachers work in the school managed by Dharamraj. The fund management headed by Dhanraj have been for years without giving any hike in fees to teachers making them work. When Rajeshwar comes to know of these he starts confronting each lie of the partners.Bharati has a neighbour, Tilak, who is unemployed, and lives with his mother, Sharda, who works as a maidservant in Dhanraj's house. Later he gets the job of a manager in Dharamraj industries and starts almost obstructing all the criminal activities carried out by the three partners. Rajeshwar gets impressed with the sincerity of Tila. Meanwhile, Tilak falls in love with the Dhanraj'daughter, Rani. Dharamraj accidentally meets Sharda and he realises that Tilak is his long lost nephew. Dharamraj tells Rajeshwar the history of his family and how Tilak is related to him. After spending ten years in prison, Sultan Bhai (Dharmendra) once an uncrowned king of Bombay is released from the jail and starts living peaceful life in the hearts of Basti people. Damodar Kangley alias D.K. (Mohan Joshi) who was a right hand man of Sultan, is now become the terror of the town. He has taken over Sultan's place D.K. wants to get the same Basti vacated where Sultan lives. Thus a big tussel starts between them.In the meantime Rajeshwar Singh (Mukesh Khanna) an old friend of Sultan is transferred to Bombay as an A.C.P. (A.T.S.) to control the fast increasing criminal activities in the city. Rajeshwar's brother Jai (Hitesh) is doing his police training in Nasik Police Academy. His beloved Anjali (Rubaina Khan) is daughter of D.C.P. Shrikant. To remove Sultan form his way, D.K. entangles him in a murder case. Sultan is arrested. Rajeswhar Singh arrests Munna, younger brother of D.K. on doubt and encounters him. D.K. goes mad. In retaliation he kills Rajeshwar's wife and daughter and shoots at his leg to make him handicapped. Jai, for whom the world became meaningless, sets foot in Bombay. He joins D.K.'s gang hiding his real identity, in order to take revenge of this Bhabi and niece.
