After spending ten years in prison, Sultan Bhai (Dharmendra) once an uncrowned king of Bombay is released from the jail and starts living peaceful life in the hearts of Basti people. Damodar Kangley alias D.K. (Mohan Joshi) who was a right hand man of Sultan, is now become the terror of the town. He has taken over Sultan's place D.K. wants to get the same Basti vacated where Sultan lives. Thus a big tussel starts between them.In the meantime Rajeshwar Singh (Mukesh Khanna) an old friend of Sultan is transferred to Bombay as an A.C.P. (A.T.S.) to control the fast increasing criminal activities in the city. Rajeshwar's brother Jai (Hitesh) is doing his police training in Nasik Police Academy. His beloved Anjali (Rubaina Khan) is daughter of D.C.P. Shrikant. To remove Sultan form his way, D.K. entangles him in a murder case. Sultan is arrested. Rajeswhar Singh arrests Munna, younger brother of D.K. on doubt and encounters him. D.K. goes mad. In retaliation he kills Rajeshwar's wife and daughter and shoots at his leg to make him handicapped. Jai, for whom the world became meaningless, sets foot in Bombay. He joins D.K.'s gang hiding his real identity, in order to take revenge of this Bhabi and niece. A container packed with fake currency is stopped at the check post by Thomas Kurien, an honest senior customs officer along with Rajath Naidu, the city commissioner of police. But he is shocked to find out that Rajat Naidu himself is a part of the gang, who shoots down Kurien to save himself. A few months later, Gyanashekhara Varma (Murali), DG of Vigilance Department makes a controversial press conference, in which he alleges the role of hawala transactions in the sudden rise in the crimes in the state. His statements were directly pointed at seniors in the state cabinet and police department. Varma is summoned by the chief minister in the presence of John Varghese (Siddique), Rajya Sabha MP, and is warned of serious actions unless he gives a proper explanation in the next couple of days. Instead of falling in lines of CM, Varma threatens him of further revelations in coming days. The next morning Varma is found dead in his bedroom. John Varghese, an MP with strong foreign relations is also involved in several hawala dealings taking place in the state including terror activities. Senior police officer Chandrashekhar IPS (Suresh Gopi)is appointed to solve the mystery of Varma's death. Chandrasekhar is assisted by Joseph Pothen (Saikumar) and Sudev Sachidanand. In the meantime, Suhara Ahmed (Gopika), a young journalist along with her friend Kishore is found missing. She is believed to have certain sensational information regarding minister Vakkachan (Rajan P. Dev). Chandrasekhar meets Vivekam Ahmed Sahib (Janardhanan), her father, who leads him to the personal computer of Suhara, which sheds light to certain truths. One day, Suhara is found in midst of a forest, critically wounded. Chandrasekhar gets her hospitalized, but her life is targeted many times. Chandrasekhar finds out shocking information regarding the anti-national activities of Vakachan along with John Varghese from the videotapes of Suhara. Vakkachan is forced to resign from the cabinet and is arrested by Chandrasekhar, who then follows John Varghese. He follows Vargeese to the seaport, from where he is planning to escape to Turkey. But, just minutes before he leaves the coast, Varghese is stopped by Chandrasekhar, who also finds out that his subordinate Sudev Sachidanand is none other than Musafir, an ISI agent who is also the murderer of Varma and Kishore, the friend of Suhara. Mumtaz is a village girl whose family is killed in communal riots. She moves to Mumbai with her uncle, the only family member she has left. They are desperately poor and her uncle persuades her to become a bar girl at Chandni Bar. This is merely temporary, he promises, until he gets a job. Mumtaz is a shy girl who loathes the work, but she forces herself to dance and flirt. However, the uncle doesn't keep his promise; he lives on her earnings, drinking them away, and never gets a job. He adds one final, unforgivable crime to the list when he gets drunk and rapes her. By this time she has caught the eye of a gangster called Potiya Sawant. When she tells Potiya what her uncle did to her, Potiya decides to "defend her honor." Potiya shoots the uncle. Mumtaz, bereft of any male protection in the dangerous slums, marries Potiya. She is determined to make the best of things. She leaves the bar and stays home to raise her two children, whom she carefully protects from the world of prostitution and gangs. However, her world unravels again when Potiya is killed. She has to return to the bar to support her children. In the end, she cannot protect them from their sordid surroundings. Pandiya is a young man who leads a troubled life. He is continuously being chased by Marudhu (a look-alike of him) and Marudhu's boss Kabali, who would be given a lot of money if they killed Pandiya. While being chased by them once, he gets into a runaway car being driven by an insane young girl (Vasanthi). The car crashes, but the girl is cured from her insanity. Her father allows Pandiya, who is homeless, to stay with them. Parallelly, Pandiya falls for Geetha and her father Amritha Lingam accepts the romance. But Marudhu and Kabali's pursuit for Pandiya still continues, and they successfully toss him into the sea. However Pandiya's elder brother Shankar, a scientist finds out about everything and agrees to help. He pretends to be Pandiya after faking his own death and confronts Marudhu and Kabali, making them shocked to see "Pandiya" alive. Just then, the real Pandiya steps in, revealing that two fisherman saved him from drowning and hell breaks loose.
