Shanmugham (Jeevan) comes to Chennai with his mother in search of his father (Raj Kapoor). When they get to the place, they see him living with another wife. In a hussle, he kills this old wife and sends this boy outside to beg. He comes out with dead mother and an auto driver (Chandrasekar) helps with all he has to cremate the body and gives some money and asks him to go back to his own city. Shanmugham wanted to read and become a great man. But he gets caught with the corrupt police guys and was used for their jobs (which involved murder). So when he grows up, he becomes a big rowdy by the name of Thotta (bullet). The highly corrupt police officer DCP Murugavel (Sampath Kumar) also uses him for a lot of encounters for which he takes credit and gets promoted to commissioner level. In one incident where he is asked to put acid on a girl Nalina's (Priyamani) face, he finds that girl to be the auto driver's daughter itself in her house. He helps that family, which is in poverty, with lot of gifts and also loves her. Nalina's aim is to become a police officer and she tells this to Shanmugham. As he has commissioner influence, he promises to get her the job. For this he kills a minister who is a big rival of the chief minister (Livingston) at the instance of Murugavel. But when Nalina goes to Murugavel for the job, the latter insists that she have sex with him. When Shanmugham finds out what happened, he and Murugavel part ways. Shanmugham has a friend Giri, who is also a rowdy, but gets him married to a nice girl Gauri (Mallika). She wants to separate him from this rowdy group and get settled, for which she tries not to send him for their encounters. After much thought, Shanmugham lets them go separately. But Murugavel kills Giri in an encounter. Prabhakar (Saranraj), a CBI officer, wants to get Shanmugham alive, whereas Murugavel wants him killed, otherwise he would be in deep trouble as he was the one who made Shanmugham a rowdy after all. How Shanmugham overpowers this duo and whether Nalina becomes a police officer forms the climax of the story.

Nambirajan (Sathyaraj) and Visky (Gowdamani) are friends. Both of them are very helpful to Arivudaiyan MLA (Nasser) with all his work. These two are like family friends. In this situation, Nambirajan's sister loves a rich boy. The boy's father Rajan P.Dev makes arrangements for an engagement. In the function, Rajan talks ill about Nambirajan's poverty and insults him. He says he would wed his son with Nambirajan's sister only when Nambirajan becomes a richman. He also says he would wed his daughter (Abitha) to Nambirajan at that time. Sathyaraj accept this challenge. "Thilakan party" leader, Arivudaiyan is not given MLA seat. So he decides to stand in election as an individual party as he has lots of influence in that area. Knowing this the Thilakan party people murder Arivudaiyan. The rest of the story is about how Sathyaraj stands in the election and wins it, then goes on to become the CM, and how he exposes the fraud and forgery of the existing two parties.

The story is set around the bulwark of honest and public good institution of everest. A journalistic anachronism at a time when media houses have become mouthpieces for corporate houses. It is helmed by the fearless Ayya (Vijaykumar), it has among its ranks an intrepid scribe Dheeran (Sarath Kumar). He is no journeyman journalist. He is writer as well as a doer. When the power of the pen looks like slackening, he uses the hands that push the pen, so to say. And then there is harried colleague Erimalai (Vadivelu), who is just a step away from trouble. Meghala (Nayantra) is an enterprising intern who drives Dheeran distraction. Dheeran runs into the evil axis of politico and police web as represented by the corrupt Minister Shanmuga Sundaram (Mukesh Tiwari) and a venal cop Alanakaram (Seema Biswas). Dheeran through his mixed ways frustrate all the evil plans of the duo. But a new water bottling plant of an MNC becomes a major confrontation issue. Dheeran goes hammer and tongs against the project, as it would be harmful to villagers. Dheeran painstakingly exposes all the chinks in the project. Shanmugasundaram has to come with a violent reprisal and he sure does and thinks he has done away with Dheeran. Did he? But Dheeran comes back from dead as a new man with renewed force. In the two years, Shanmugha Sundaram and Alankaram had come a long way. But Dheeran, slowly but stealthily, exposes them with a cunning of a mountain fox. He exposes all their bad deeds with clinching evidence.

The film opens with a grim and bearded angry young man Guru (S. J. Surya) paying floral tributes to his former lover Priya (Sayali Bhagat) in a graveyard. In the flashback, their love story is told. Guru, a fashion designer falls head over heels for Priya an anchor working in Eagle TV's music channel. After initial hiccups, both fall in love and decide to get married. However things turn awry when the aggressive, almost maniacal channel owner JP (Rajiv Krishna) has a psychotic obsession for Priya, which turns into a dangerous game. He harasses her and on the eve of her wedding, kidnaps her, frames up Guru in a false case, puts her on virtual house arrest, brutally rapes and kills her! Due to his clout and money power, JP makes it look like a suicide. Back to the present, Guru with the help of his friend Reghu (Sasi) working in the channel meticulously plans for a year to take revenge. In a chilling and cold- blooded way, Guru tells JP on phone-"Bad Morning JP it is 10 am, you will be dead by 12'noon"! JP doesn't know who is speaking. Guru threaten JP to use his old friend's car and coming to koyambedu, JP calls his henchman Deva (Yugendran) to kill him but guru knowing this makes him get beaten by people, he come and save him and he also arranges incometax officers to arrest him for having blackmoney in car. He also threatened him that he would send him a video containing JP giving money to minister (John Amrithraj in his last role). JP identifies thst it is guru doing this work because Priya was killed in 14th feb so he is going to kill him. JP going to take revenge on him. Guru is working as pizza delivery boy, he catches him and beat him. Guru snatches chains and surrenders himself to police to escape from him. He tells to police about JP. Guru comes to JP and tells that JP's lover who was cheated by him has uploaded the rape of priya by him on YouTube. Guru ties JP and beats him and cries for death of priya but Deva beats Guru. JP breaks the two hands of Guru. Finally, in climax (taken from an English movie Shoot 'Em Up), when suryah is unable to hold a gun properly and shoot, he places bullets in between his fingers and gets his hand close to fire, by which he performs the action of a gun using his hand and he kills JP at sharply 12:00 P.M.
