Born to an owner of a marriage bureau Champak Lal, Mansukh has been a complete failure growing up as he tried to help his father in their family business. All the alliances he tried to get done had resulted in separation even before the marriage took place. To prove his worth to his father, he takes up an unusual challenge of getting the underworld don TT Bhai's spoilt brat sister Indu married to a cop named Bahattar Singh aka Khiladi 786 in Punjab. To add more to his problems, he even manages to convince TT Bhai to pretend to be a cop. But little did he know that Bahattar Singh, his father Sattar Singh and his uncle Ikhattar Singh were not cops but a family of conmen! The story takes a leap as two hardcore families of two different states pretend to be policemen in front of each other and the beans from each side could spill anytime, making it life threatening for Mansukh. Hadbahedi, a small but beautiful town, is forward looking but honest. It competes for resources and recognition with a neighbouring corrupt town, Triphala. Hadbahedians believe that they have been totally neglected by the state and seek an identity. They are lead in this endeavor, by Arun, the local newspaper's proprietor. Things brighten when they discover that the celebrated film star Rishi Kapoor was actually born in their village 55 years back. A grand welcome follows. Chintu arrives with Devika Malhotra, his young and dynamic PR agent. He is a nuisance at Hadbahedi and treats the innocent people of Hadbahedi with contempt. Arun and Devika get along well, their romance blossoming, while ruthless Chintu is falling prey to the tempting monetary and political offer made by Triphala.
